Windsor Works

In 2021, Windsor City Council unanimously adopted Windsor Works, an economic development strategy for the City’s future growth. This robust strategy provides a detailed and long-term plan for Windsor to better serve the needs of current and future residents. Windsor Works focuses on four pillars: location, infrastructure, future economy, and talent, otherwise known as the “LIFT Strategy”. This road map will leverage Windsor’s strengths and capitalize on new opportunities to take our economy to the next level of growth and prosperity, creating a stronger, more resilient, and local economy. 

Economic Revitalization

The City of Windsor has also developed an Economic Revitalization Community Improvement Plan (CIP) which provides financial incentives to encourage new investment in targeted economic sectors for the purposes of diversifying the local economy and creating/retaining jobs. 

The Economic Revitalization CIP contains four financial incentive programs to encourage new investment in targeted economic sectors: Business Development Grant Program, Business Retention and Expansion Grant Program, Small Business Investment Grant Program, and Development Charges Grant Program. These programs address a wide range of business types including new businesses considering locating in Windsor, expansion of existing businesses within the City, and small businesses.
